Ever since the first National Wildlife Refuge for migratory birds was established at Pelican Island, Florida in 1903, the Fish and Wildlife Service has been entrusted with the responsibility to manage the Nation's trust resources. Long before the enactment of the Endangered Species Act in 1973, the Fish and Wildlife Service and it's predecessor the Biological Survey were taking specific actions to save, manage and restore America's imperiled natural resources. Pelican Island National Wildlife Refuge is still being protected for the benefit of future generations, even though the threats to the island's birds that lead to its creation have changed.
