OIL WELL CHECKING ON A REFUGE. The Mineral Leasing Act of 1920 authorizes oil and gas leasing on refuge lands withdrawn from the public domain. In 1994, 35 units of the Refuge System, like Delta National Wildlife Refuge in Louisiana, reported active gas and mining activities. At those 35 units there were an estimated 1,364 oil and gas wells.
